Can I file my federal and state return separately

Yes you can file separately. In the past I have filed my Federal return electronically through Turbo Tax and my state return by paper because the state charged a fee.

Can I file my federal and state return separately

Yes, you can file them separately but to be able to e-file the State return your e-filed federal tax return has to be accepted by the IRS. Please see Can I file my federal taxes now and skip my state for later? for more information.
