No, federal taxes owed are not paid with your state tax refund. If you are getting a state refund and have a federal amount due, you would simply make the payment for your federal return and then enter your checking account number for direct deposit or choose to have a check mailed to you for the state.
If you have back due federal taxes, the IRS can levy your state refund.
At the end Turbo Tax shows you the net combined amount of federal and state. But that is only for your own info. You will get the full state refund and need to pay the federal tax due yourself.

No, this statement is not accurate! The IRS indeed will take your state refund to pay any debt you owe on federal! This happened to me. Please make sure the information you are giving people are accurate!
@ajohn1985 You are misunderstanding the issue that this thread is about. There is a big difference between expecting to pay a federal tax due from a state refund at the time you file your tax return and having a state refund offset by the IRS for back taxes.
You cannot choose to pay a current federal tax due by having the money come from a state refund.
If you owe back taxes, though, the IRS can seize your federal refund or a state refund in order to use it for the debt owed.
