Because the feds did not have my wife’s 1099R they withheld $6000.00. It took me a dozen phone calls and 3 register mailings to finally get my return 9 months later. TT needs to include an option to attach documents

You do not "attach" a 1099R to an e-file. But you do have to enter it into the software. Did you enter it? It is only when you file by mail that you are required to attach W-2's and/or any 1099's that show tax withheld.
Even when filing by mail, you don't attach a 1099-R unless it has withholding.
Your problem is that the custodian of the retirement funds didn't send the proper documentation to the IRS, that's where you should be complaining.
E-filing is designed not to include any documents. There are very limited tax situations where the IRS wants you to mail a paper copy of a form after e-filing, and those do not include mis-matched 1099 information. Turbotax has also made an intentional decision not to allow any PDF attachments, for various reasons that may or may not make sense to you, but it is their decision. And, if you used different software and started randomly attaching documents to your e-filed return just in case they were needed, there is a good chance the IRS would ignore them or lose them. Just from experience.
I filed 2/2 using TurboTax, which I have used for many years. This year, I still don’t have my return because IRS claims they can’t verify my 1099-R. My retirement company has been sending my 1099-R for years. First time this has ever happened. Wonder if this would have been the case if I had attached a copy?

You can't attach a 1099-R when e-filing. If you had filed by mail, it might or might not have helped, but filing by mail add other delays. The core problem is that the retirement plan has not submitted a backup copy to the IRS (or the IRS has misfiled it), so the IRS computer can't verify your withholding. Sometimes the IRS will reach out to you and ask you to submit a copy--have they done that yet?
@lcharles74 Just a thought.....Could your 1099R have shown up on the wrong line? Like on 1040 line 4a & 4b instead of line 5a & b?
Yes, I know you don't attach documents when filing electronically. I was simply responding to someone's statement that perhaps TurboTax should provide the option to include attachments. I have used TurboTax for many years and have never had this problem. I did include the entry for the 10999-R on the appropriate line. It shows up on the transcript for my filing on the IRS's Where's My Refund website. The IRS claims they don't have anything from my retirement company, so they can verify my entry. This is insane. The retirement company filed 1099R in compliance with IRS regulations. My 1099R filed by my retirement company does not match up to my electronic filing. Interesting....everything else is....Go Figure????
I have been receiving retirement distributions for 12 years and have never had this problem. The retirement firm is a very prominent company, and they confirmed they sent the 1099-R, as they always have, in compliance with IRS regulations. Something is going on at the IRS. My 1099-R is not matching up with my electronic filing... IRS Tax Advocate claims there are new systems, new processes, a shortage of people....Unfortunately, I am caught in the middle.
No, my 1099-R entry is on the right line. Looks like the IRS is at fault here....they claim they can't verify my entry against my retirement company's 1099-R. They can't find a submission from my company. This is insane.
The IRS never contacted me....I reached out to them and reached Tax Advocates Support (TAS), who explained why my refund was frozen. Still working, trying to get the refund released.
