I have filed with TurboTax in 2017, however, I have not filed my 2019 return with TurboTax this year, because I have another accountant. However, when my accountant tried to file my 2019 taxes, it was rejected. I have logged into TurboTax to see if there was any partial filing or mishaps, but cannot detect anything. I supposedly have the Free Edition, and I cannot "Clear & Start Over" in my account. How do I completely restart my account & clear any info or work partially filed for 2019? Help?

Not sure what your issue is--there is no such thing as "partially filing." But....did you by chance use the IRS non-filer site or the Free Edition to get a stimulus check? If you did that, that is the reason for your problem now.
When your return was rejected, your accountant would have received the reason for the rejection. What was the reason given?
If you actually efiled a tax return using TurboTax and it was accepted, you would see it at this link: https://shop.turbotax.intuit.com/efile/efile_status_lookup.jsp
Unless it is shown there, you did not efile a return using TurboTax. You don't need to clear anything from an online account because that is not the reason for a rejection.
Did you by chance use the non-filer portal to register for the Stimulus Payment? If you did, a tax return was efiled for you and that return would now cause a rejection of an efile of your "real" return. If that is what happened, the only thing you can do is print and mail your return and write on it that another return was efiled using the non filer portal.
