I printed and mailed my 1099s and 1096 to the IRS. I sent a 1099-Misc to someone by mistake. I am trying to correct it by zeroing 7-Nonemployee compensation that previously had an amount. No amounts are entered in any of the other boxes on the 1099-Misc. This is the only correction that I have. Turbo Tax is producing the corrected 1099 but not the 1096. Do I have to submit a 1096 with the corrected 1099?

Yes, you are required to use a Form 1096 when mailing in your corrected Form 1099-Misc.

what if it is Not a corrected 1099, it is a 1099 I missed and need to send out and add to others I already submitted a 1096 & filed for 2019.
You either need to e-file the corrected 1099-MISC with the IRS, or prepare a "paper" Form 1099-MISC and Form 1096 that you mail to the IRS.
TurboTax will advise you as to whether its service can e-file the corrected Form 1099-MISC.
Some providers of online 1099 filing provide the ability to file corrected forms/additional forms, and some do not.
If you are filing the "paper" route for an additional Form 1099-MISC you forgot to send, you file a new Form 1096 that includes only the new 1099.
