Yes, that would be reportable on a tax return.
If you have taxable income that needs to be reported, then you need to claim the income without the form. If you have self-employment income from contracting, it may go on a schedule C for business so you can pay the Medicare and Social Security tax. Your veteran's benefits are not included on the tax form. Perhaps it is just a one time job and is other income.
