My wife needs to provide official tax returns for every year we filed jointly to prove to USCIS that we are in a real and functional marriage in "good faith".

You can get a free federal tax return transcript from the IRS here - https://www.irs.gov/individuals/get-transcript

If you actually need a certified copy of the federal tax return, then you will need to complete IRS Form 4506 for each tax year needed.  There is a fee of $50 for each copy of a tax return.  Check the box on Line 6 Note: If the copies must be certified for court or administrative proceedings, check here
