The total of all your itemized deductions on Schedule A must be greater than the standard deduction for your filing status to have any tax benefit.
Standard deductions for 2020
A Refund of $1800 sounds like the stimulus credit on line 30 of the form 1040 and has nothing to do with the standard deduction or the exclusion of the foreign income. If you did not get the stimulus in advance then you get it on the tax return if you qualify.
If you didn't get a first and second Economic Impact Payment or got less than the full amount, you may be eligible to claim the 2020 Recovery Rebate Credit and must file a 2020 tax return, even if you aren't required to file.
