Does NM INcome tax - turbo tax put in a credit for refundable medical care. I do not understand why this applies??

Does NM INcome tax - turbo tax put in a credit for refundable medical care. I do not understand why this applies??
The PIT-RC instructions for Line 23 state:
Refundable Medical Care Credit for Persons 65 or Older
If you or your spouse are 65 years of age or older, and you paid unreimbursed and uncompensated medical care expenses of $28,000 or more during tax year 2017, you may claim a tax credit of $2,800. The medical care expenses can be for the care of any combination of you, your spouse, or dependents.

Did you make entries of unreimbursed medical expenses on Schedule A (Itemized Deductions) on your federal return? These would have carried here.
