EIC delayed this year?

So, I'm a little confused.  I've heard that if you qualified for the EIC, nothing will be sent out until the 15th at the earliest.  However, my Turbo Tax shows the timeline for my return estimated between the 24th of January and the 13th of February.  Which information is correct?  Is Turbo Tax just behind the times on updating their system?

Well that just sucks.  Went from getting thousands back on 2/3/17 to closer to 3/3/17
