State refund

I received my state refund; however it was less than it should have been. The state agency said that TurboTax took a fee out of the refund. Wasn’t this supposed to be taken from the federal refund?

It can be taken from either the state or federal refund.

I need to get a refund of fee because I paid 95 on my card with option of not using my refund and it still subtracted 148 from my refund amount
