State refund

I received my state refund; however it was less than it should have been. The state agency said that TurboTax took a fee out of the refund. Wasn’t this supposed to be taken from the federal refund?

It can be taken from either the state or federal refund.

Is there someone to contact for this? I filed my taxes on the phone app last year and they were rejected by the IRS and state. And no documents show on the website.
