The form in Turbo Tax does not allow for credits for second homes as allowed by IRS. This error has cost me claiming the tax credit. How do you now claim it for an installation done in 2017 when IRS does not accept amended returns over 2 year old?

You cannot claim the residential energy credit in 2023 for a project that you did in 2017. In order to claim the credit in 2023, you would have to have installed the equipment in 2023. This credit was not available in 2017.
So how does the Dept. of Energy Guidance on Solar Tax Credit work when it states if a system installed after 2017 it is eligible for the tax credit? https://www.energy.gov/eere/solar/homeow[product key removed]al-tax-cr[product key removed]voltaics. How can a system be installed in 2017 and have to be new in 2023 to be eligible?

However, IRS rules state that "You must claim the credit for the tax year when the property is installed, not merely purchased."
