My contractor did not give me a receipt for rental remodeling but I have three separate bank withdraws and before and after pictures, can I still write this off?

Yes, you have the proof you need to show the payment for remodel and if you paid for the materials you should use those receipts as well. Keep your records with your tax return to show should you need it later.
If the expenses were a capital improvement to the property then you would take the combined total and depreciate it like the original rental property with a new placed in service date, just like it was a new and separate asset. The placed in service date would be the day it was available for use or completed. Add a new asset by selecting that in your rental activity.
Another option if you qualify is the Safe Harbor Election for Small Taxpayers.
IRS definition of Structural components (for your review):
Parts that together form an entire structure, such as a building. The term includes those parts of a building such as walls, partitions, floors, and ceilings, as well as any permanent coverings such as paneling or tiling, windows and doors, and all components of a central air conditioning or heating system including motors, compressors, pipes, and ducts. It also includes plumbing fixtures such as sinks, bathtubs, electrical wiring and lighting fixtures, and other parts that form the structure.
Open your TurboTax return and go to your rental activity. The questions below come up in the asset section:
Hello, thanks so much for answering my question. I have a couple more if you don't mind.
Why is it that I'm not getting a refund, we owed $3k total with married filing jointly with social security, pension and no taxes taken out which we knew of. We also filled out a 1099-Misc Form for Section 8 Housing and it went to zero refund. I spent a total of $16k, $8,000 for remodeling and another $8,000 for maintenance, repairs, labor and supplies/etc. The balance still remained at zero. I thought that maybe I would have received a bigger refund for spending a total of $16k. Is there something I missed or I'm not understanding?
Normally, taxpayers get tax refunds when they withhold more tax (such as from employment or estimated tax payments) than they owe.
I don't see that you have done this.
The exception is for those taxpayers who are eligible for a refundable credit - this is a tax credit that not only reduces your tax but can be "refunded" to you over and above what your assessed taxes were. Examples of refundable tax credits are here ("Refundable Tax Credits").
Please be assured that if you are eligible for any refundable credits, TurboTax would have calculated them.
I can't see your private tax data, of course, but I am not surprised to hear that your refund did not change.
