Normally, taxpayers get tax refunds when they withhold more tax (such as from employment or estimated tax payments) than they owe.
I don't see that you have done this.
The exception is for those taxpayers who are eligible for a refundable credit - this is a tax credit that not only reduces your tax but can be "refunded" to you over and above what your assessed taxes were. Examples of refundable tax credits are here ("Refundable Tax Credits").
Please be assured that if you are eligible for any refundable credits, TurboTax would have calculated them.
I can't see your private tax data, of course, but I am not surprised to hear that your refund did not change.
