Why isn't the federal standard deduction (line 8c) deducted from the federal AGI (line 7) on my Louisiana return?

You do not use Line 8C unless you itemized on the federal return:

Lines 8A through 8D – If you did not itemize your deductions on your federal return, skip Lines 8A through 8D and go to Line 9.
