Question 1: In the "Tax payments by quarter" screen of Federal Taxes > Other Tax Situations, the date ranges for the quarters are shown as
1/1/2020 – 7/15/2020
7/16/2020 – 7/15/2020
7/16/2020 – 9/15/2020
9/16/2020 – 12/31/2020
Should they actually be calendar quarters or the irregular estimated tax "quarters"?

Those dates are correct for 2020, partly because the quarters are odd in general, and partly due COVID modifications.
Normally,
income earned 1/1-3/15, estimated payment due 4/15
income earned 4/1-5/31, estimated payment due 6/15
income earned 6/1-8/31, estimated payment due 9/15
income earned 9/1-12/31, estimated payment due 1/15
So they aren't equal quarters even in a normal year. For 2020 because of COVID, all payments due between 4/1/2020 and 7/15/2020 were extended to 7/15/2020.
Did you read what I wrote? One of the quarters was negative one day long!
OK, I see. It should probably be 4/16. I can report it.
Is that for filling out form 2210? That seems ok. For 2020 the first 2 quarters were not due until July 15. That's why the first 2 say - 7/15. And even in a normal year the "quarters" are listed with different dates and time periods. And with the pandemic looks like they are giving you a pass by starting them on 7/16 and 9/16. I think before they all started on Jan 1.
You have to manually add up your gross pay and other income like interest for each time period listed for line 1a - 1d. Here’s a blank one to help

The 2210 form (TurboTax says it needs updates) shows the following dates:
1/1/20 - 4/15/20
4/16/20 - 6/15/20
6/16/20 - 9/15/20
9/16/20 - 12/31/20
I think it best to await the 2210 form update and hope TurboTax updates this screen to properly coincide.
