I'm missing the form to enter household utilities in Sched C.

It's under Other Common Business Expenses.
You can only deduct utility expenses (electricity, gas, water, telephone, etc.) for your trade or business.
If your office is in your home, do not deduct the utility expenses here. They are deductible on Form 8829 (Business Use of Your Home). Deduct only allowable telephone expenses under utilities.
In the Business Expense section, select Home Office expenses
If my income is too small I can not use the home office deduction, can I put my utilities on line 25 of schedule C? I'm not sure if that will be the case this year or not.

Yes, but only those utility expenses that are directly attributable to your business.
