The amount listed on the 6475 letter I received suggests that I should have received $1,400. I also check on my IRS account and the 2020 account documents suggest that "Refund issued" (Code 846), debiting $1,400. And then there is a credit of $1,400 noting "Tax relief credit" (Code 766). I have checked all possibilities of where the $1,400 may have went and am certain that I did not receive the EIP 3. Should I claim the Recovery Rebate Credit? Will this delay or cause any issues with my tax returns?

The EIP3 would have nothing to do with your 2020 tax return. The EIP3 payment was issued in 2021 sometime in late February to March. In 2020, there were two other stimulus payments issued and that is probably what you are seeing on your 2020 account.
Before you claim the $1,400, check your bank account and make sure that you did not get a deposit from the IRS sometime in late February to March 2021 in the amount of $1,400. I would also look for a deposit in the amount of $1,400 during the same time period in case you received a check instead of a direct deposit.
Once you have verified all of this information, then you could claim the credit and Yes it may delay the processing of your return. Keep in mind if you are convinced that you did not get the EIP3 then the only way you will get it is to claim it.
Is there any possibility that it could have gone to another account that may have been closed? If you had a direct deposit of a refund on your 2019 taxes, double-check the account that refund would have gone. That is the account that most likely EIP3 would have gone.

@VolvoGirl How do I know what (ie Check, Visa Card, Direct Deposit) was sent when I check my IRS account? The only thing I am seeing is the same information on the 6475 letter.
@JillS56 To my best knowledge, the payment would have come in the form of a check, since I did not provide any bank information in my last tax return.

No you can't claim the Recovery Rebate Credit for it. If you enter it on line 30 the IRS will take it off because they show they already sent it to you. You have to put a trace on it. See link above.

As I said if you claim the Recovery Rebate Credit on your tax return the IRS will take it off and reduce your refund or send you a bill. They show they already sent it to you. It will delay your return. Don't add it.
Understand, I guess my concern is how do I confirm if the IRS sent me the EIP3 check. I've tried calling the IRS line but each time I get to the Trace EIP line I will get disconnected. I was also told that the only way to trace the EIP3 is to call.
