This is still not a satisfying solution. If are allowed to enter a GIIN number, then the label to that field should specifically say "Enter FEIN or in the case of a foreign entity the GIIN".
A GIIN isn't allowed. I'm not sure why it works in some instances, but for a foreign institution, the FEIN box should be blank. Typically, efiling is allowed with this blank as long as nothing is entered (including a zero) in the withholding box. The FEIN is only required for 1099-INT when there is US withholding.

Thank you for clarification. What about 1099-R foreign life insurance surrender? It seems to require FEIN.
Enter 99-0999999 as this seems to work in most cases.
@gosanth generally agreeing with the answers here from all of my colleagues , please note that depending on exact facts and circumstances, a foreign life insurance may be classified as PFIC and subject to its onerous rules. Tell more about the insurance company, type of insurance ( whether ULIP or whatever etc. ) and the country where it is . I am assuming here that you are US person ( citizen/GreenCard/ Resident for Tax purposes ).

Leaving the FEIN field blank won't work for my version of Turbo Tax (Premier). Please stop talking about workarounds and instead please provide a valid solution for this situation!
