A GIIN isn't allowed. I'm not sure why it works in some instances, but for a foreign institution, the FEIN box should be blank. Typically, efiling is allowed with this blank as long as nothing is entered (including a zero) in the withholding box. The FEIN is only required for 1099-INT when there is US withholding.
