Form 5329 Question - Carry Forward of Excess IRA Contribution

In 2018, I had an excess contribution to a trad of IRA of $3,128. I filed form 5329 and paid the penalty. In 2019, I contributed $3,872 (limit is $7,000). I want to carry forward the $3,128 from 2018 into 2019. My question is: what should Form 5329 look like for 2019? 

 

Line 9:  $3,128

Line 10: ? (should I include the carry forward portion in the total? If so, this line is zero.)

Line 11: should I include an RMD for a separate inherited IRA here? ($2,909)

Line 12: 0

Line 13: ?

Line 14: ?

Line 15: 0

Line 16: 0

I would expect to see the following:

 

Line 9:  $3,128 - yes

 

Line 10: 3,128 (the difference between your limit and what you contributed in 2019)

 

Line 11: should I include an RMD for a separate inherited IRA here? ($2,909) -yes, but TurboTax should have already put this here

 

Line 12: 0 - "Enter on line 12 any amounts included on line 9 that are excess contributions to your traditional IRAs for 1976 through 2017 that you had returned to you in 2019 and any 2018 excess contributions that you had returned to you in 2019 after the due date"

 

Line 13: ? 3,128 + 2,909 + 0 

 

Line 14: 0

 

Line 15: 0

 

Line 16: 0

 

If the carryover is on the carryover worksheet and you entered the 2019 distribution (the RMD) and the current year IRA contribution, then TurboTax should have done all this for you.

Form 5329 Question - Carry Forward of Excess IRA Contribution

For Line 11, 2018 Turbo Tax did not include the RMD, but this year it does. I want to be consistent.You are correct that TT 2019 pulled the RMD into Line 11 automatically, but it did not do this in 2018.  It is a little confusing.

Also, if I include the RMD in Line 11, the TT Contribution Credit Smart worksheet reduces the amount of the $3,128 that I can deduct this year.  

Any further suggestions? I appreciate your assistance.
