No, you don't have to enter your Form 1099-SA if you didn't withdraw anything from your HSA account.

However, if you have HSA contributions through your work, you should go through the TurboTax HSA section.

You do not have to tell TurboTax about your HSA, but if you have code W in box 12 - those indicate that you made HSA contributions, so you will have to tell TurboTax about your HSA to avoid penalties - you can't contribute to an HSA without a HDHP.   Also, if you took distributions from your HSA, you will get a 1099-SA that requires Deluxe.

Depending on what your tax situation was last year, you might need to use new tax forms to claim the same deductions, credits, or forms of income. Some of the situations that are now in TurboTax Deluxe and TurboTax Live Deluxe, instead of in Free Edition, include:

Go here for more info on which forms are included in TurboTax Free Edition.   See the first line item below.

Do you have a code W in box 12 of your W-2?    If you do, you must tell TurboTax about your HSA.   If you don't, you don't have to tell TurboTax you have an HSA, answer NO.   You won't get form 1099-SA unless you have used HSA funds (withdrew them).    Does that help; sorry for the confusion...
