Allowances on W-4

For a married couple with 2 dependents, should 1 person claim 0 allowances and the other 1-2? Or should both claim 0?

FIRSTLY, the W-4 that we fill out are ESTIMATES and circumstances could change.

SECODNLY, as a couple, you both need to be in agreement of what is your ULTIMATE OBJECTIVE when filing next year tax return, that is, get most of your money up front during the current tax year and beak-even when you actually file your tax return (you may end up owing some money), OR getting a refund or at the very least not owing money when you file your tax returns.
