Overpayment of state tax limitations

If I don’t itemize, is there a limit on how much I can overpay my state taxes without getting a 1099G form?

Overpayment of state tax limitations

You would only be able to get a refund under $10. The state must issue you a 1099-G if they issued you a refund of $10 or more. See Instructions for Form 1099-G .

The 1099-G is only an informational document.  You do not have to enter it on your tax return.  If you do enter it in TurboTax (TT), TT will determine if any of it is taxable.  Usually, only people who itemized deductions have to report the 1099-G as income.  Even then, there is a way around it being taxable.

If you didn’t itemize on the federal return for the year the 1099G state refund is for and you took the Standard Deduction the state refund is not taxable and you don’t even need to enter the 1099G.
