You cannot get the child tax credit for a child older than age 16. There are no exceptions. If he is your dependent after age 16, you can get the non-refundable $500 credit for other dependents, which lowers the amount of tax you pay.
Are you confusing the child tax credit with earned income credit? If you had income from working and have a qualified child as a dependent, then maybe you were getting earned income credit.

TurboTax gives you an estimated date for receiving your refund based on a 21 day average from your date of acceptance, but it can take longer. “21 days” is not a promise from TurboTax or the IRS.
First, check your e-file status to see if your return was accepted:

Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.
You need your filing status, your Social Security number and the exact amount (line 35a of your 2024 Form 1040) of your federal refund to track your Federal refund:
To track your state refund:
If you chose to have your TurboTax fees deducted from your federal refund, that will take some extra time, while the third party bank handles the refund processing
.
@gocatt19731 Where did you see the $640? Was that your federal or state refund? You don't get a separate refund for it. Any credits you get will be included in the federal refund on your 1040 line 35a. Are you just waiting for your refund? When did you file your return? Was it Accepted?
Your question is very unclear.
If you claimed a refund (for any reason) and it has not been paid yet, check the IRS web site. There are many reasons a tax refund may be delayed, and no one on this board can help you with that, it's between you and the IRS.

If you received your refund but it is less than expected, first remember that your federal and state refunds are paid separately by separate governments. You might get one while the other is delayed.
If you received your IRS refund but it was reduced, you will get a letter of explanation, usually 3-4 weeks after the refund is paid. Wait for the letter to see what they say.
If you received a reduced refund and you got your letter, what does it say exactly? There are several reasons a dependent claim might be rejected, we need to know the reasons before we can give any advice.
