Can I claim/report prepaid property taxes on my State of Illinois tax return? I am claiming the prepayment amount on my Federal tax return.

I prepaid my primary residence property tax.  I am claiming the amount on my Federal tax return.  My question is can I claim the prepaided property tax payment on my State of Illinois tax return.

Yes. You deduct the property taxes in the year they are paid. You may figure a credit for the Illinois property taxes you paid in 2019 on your principal residence (not a vacation home or rental property). Please view this Illinois link for more information.

Yes. You deduct the property taxes in the year they are paid. You may figure a credit for the Illinois property taxes you paid in 2019 on your principal residence (not a vacation home or rental property). Please view this Illinois link for more information.

IL link shows that only taxes paid in 2017 for your primary residence owned and lived in during 2016

I have entered my taxes paid on personal residence for 2020 and when I input into the requested State (Illinois) I get a reply themy tax qualifies as zero.

It depends. Make sure you didn't indicate you paid property taxes elsewhere(farm, rental, or business) when it asks you this question in the Illinois interview. Also be careful how you answer the questions regarding your ownership of the property. According to this Illinois state link, you are eligible for the credit if:

  1. Your principal residence during the year preceding the tax year at issue was in Illinois, and
  2. You owned the residence, and
  3. You paid property tax on your principal residence (excluding any applicable exemptions, late fees, and other charges). See below for other exclusions.
