I am covered by my wife's HDMP. I enrolled in Medicare on 11-01-2018. She is NOT enrolled in Medicare. Can we still deduct her full HSA contribution of $7900 in 2018?

If you made no contributions to an HSA then yes she can.  If you made contributions of your own, the $6900 limit (plus catch up) is per person but also per marriage.  You would need to provide more information but you may be over-contributed.

I do not have an HSA, but I am covered under her family HDMP.  HSA is in her name only and we made the full $7900 family contribution since her HSA is associated with her family HDMP. Thank you.
