I incorrectly didn't file child dependent costs on last years taxes (2021 taxes filed in 2022). Can I recognize this "lost" child dependent care tax credit this year?

No.  You cannot put a 2021 expense on a 2022 tax return.  If you need to seek the childcare credit for childcare expenses you incurred in 2021, then you need to amend your 2021 tax return and enter the information for the childcare on a 2021 return.   You will find that the credit for 2021 is much more generous.
