I am on an F1. I received income from a US institution BUT I am doing my work in Mexico and have spent all of 2023 in Mexico. How do I file my taxes?

https://www.irs.gov/individuals/international-taxpayers/nonresident-aliens

here it says that the status of income (US or foreign earned Income) depends on my residency even for scholarships. the problem is my university already witheld taxes for the 2023 (I think erroneously) despite me working in a foreign country.

If you are on an F-1 Visa, and worked in Mexico for all of 2023, where did you live?  In the US or Mexico?

If you lived in the US, did you meet the Substantial Presence Test?  Are you past the 5 years?

If you are a US Non-Resident Alien and are not living or working in the US, you would need to file a 1040NR to claim a refund.  You can do this using Sprintax.com as TurboTax does not support the 1040NR.
