You will see the questions for the 1st time home buyer credit when you go through the DC state return. Are you a first-time homebuyer in DC and meet one of the following requirements below?
In addition to meeting one of the requirements above, the home purchased must have a settlement date on or before March 30, 2015.
Note: Except for DC police officers, this tax credit is limited to first principal residences purchased on or after October 1, 2007, but on or before March 30, 2015. Employees must be enrolled in the Employer Assisted Housing Program offered by the DC Department of Housing and Community Development. The credit is available for a 5-year period.

I am none of those. I am a Federal employee. However, the question arose because of Federal Form 8859 which is a carry-forward of the federal credit for DC first-time home buyers. I could not find a form to file as a DC first-time home buyer in 2019. I suppose that means that the tax credit has expired? I don't want to leave any money on the table.
Correct. The credit was only available for homes purchased on or before December 31, 2011.
