Gambling loss reported

Per the IRS website I am under the understanding that my gambling winnings should not be cancelled by my gambling losses; although I did have them.
I did add them on the section where it asks what my loss is, but it seems like it is not taxing me on the winnings. Since I am not itemizing deductions, I cannot deduct my gambling losses. Why is the system not taxing me on my gambling winnings? is this correct?

If you entered the gambling winnings in the Wages and Income section under Less Common Income the gambling winnings will be reported on Form 1040 Line 21 as Miscellaneous Income.  Noted on Line 21 as Gambling Winnings.

To view your Form 1040 using the online editions, click on My Account at the top of the program screen.  Click on Tools.  Click on View Tax Summary.  Click on Preview my 1040.  Scroll down to Line 21
