I am divorced and my son lives with me full time. My divorce decree allowed me to take the credit until 2019 then my ex and I alternate every year. She took it in 2020. With the new law how can I be assured I get the monthly checks starting in July.

You are not asking about the child care credit. That is a credit for when you pay someone to take care of your child so you can work----and only the custodial parent can get the childcare credit.
You must be asking about the child tax credit which will begin to make monthly payments in July to the parent(s) who can claim the child on a 2021 tax return. There will be a portal on the IRS site that you can use to enter your information to get those payments, but it is not ready yet. You will have to keep watching the IRS site,
More information will be available soon; the details of how it will be implemented have not yet been clarified fully. There will be monthly payments going out beginning in July 2021, with some of the CTC still left as a refundable credit on your 2021 tax return next year.

Thanks, yes I meant CTC. I will watch IRS website as suggested.
More important is the she OPT OUT of the advance payments so she doesn't get a shock on the 2021 return where she has to pay it back ... no double dipping on this credit will be allowed.
The Opt-out or "unenroll" portal seems to be live, but other promised functions ("enroll" and "update back account") have not been added yet.
