AOTC is only available for the first 4 years of post-secondary education (meaning the first bachelors or 4 year degree equivalent.). AOTC would never be available for an MBA even for a US citizen.

The American opportunity tax credit (AOTC) is a credit for qualified education expenses paid for an eligible student for the first four years of higher education.
A foreign student who did not attend a qualified educational institution would not be eligible for the credit.
An eligible educational institution is a school offering higher education beyond high school. It is any college, university, trade school, or other post secondary educational institution eligible to participate in a student aid program run by the U.S. Department of Education.
