I have a rental property on which I paid a carpenter $2650.00 for a repair project. Do I need to complete a 1099-MISC for him since I am including these expenses in my deductions equation?

If the carpenter was an independent contractor or an unincorporated business, you need to issue him a 1099-MISC.
