With the passing of the not paying taxes on the first $10,000 of unemployment how does that effect people who have filed but not paid the taxes yet?

That law has not passed.   The Senate is debating a number of changes to the 3rd stimulus bill.  When and if the 3rd stimulus bill is passed and signed into law, we will all find out how and when it will be implemented.

The legislation has not passed both houses of Congress nor has it been signed by the President so that the tax code is changed.

When and if it is passed and the tax code has changed the IRS will write the rules and procedure to effect the changes.

We will have to see if the bill gets passed. No word on how the IRS will handle this for 2020.
