My son moved and worked at a company in Wisconsin part of 2021. The address on file with the WI company was his old address in Illinois. He received two W2's from the company in WI. One applied taxes to IL. in box 17 the other had a $0 in box 16 and blank in box 17. Does he have to file WI state taxes?

It sounds like he lived in 2 states during 2021. In that case he files 2 part-year tax returns. If you moved to a new state during 2021, you'll normally file a part-year return for each state you lived in during 2021, assuming the state(s) collect income tax. That link has instructions.

There was no corrected W2 issued. The problem is my son lived in WI, worked in WI. but the employee information on file with the company in WI was his Illinois address. He has a W2 IL state filing copy with an amount in box 17. He also has a W2 WI state filing copy and box 16 is 0 and box 17 is blank. I purchased the WI state filing from Turbo Tax thinking I would need to file the WI state taxes. I have no idea what I am doing at this point.

Depending on your son’s income, he may not need to file a Wisconsin return. As a part-year resident of Wisconsin, if his gross income was $2,000 or more for 2021, he must file a Wisconsin return.

As a part-year resident of Illinois, however, he needs to file a return to receive a refund of any Illinois Income Tax withheld. See A part-year resident in the Who must file an Illinois tax return? section of the 2021 Form IL-1040 Instructions.
