I live in NJ and work in NY.
When I file tax refund last year, section 1127 amount withheld #14 and #19 local income tax "0" in W2.
I did not have 1127 form after tax return.
2019 W2 form showed 1127 amount #19 local income tax so I got 1127 form after filed.
I think I received little money from NY last year due to this reason.
Please give me advise

Form 1127 is a return for Nonresident Employees of the City of New York Hired On or After January 4, 1973.
If you did not work for the City of New York last year, you would not have been subject to this tax.
If you did work for the City of New York, you will need to file this return.

You can amend your 2018 return if needed using TurboTax. Attached is a link for more instructions on that should you need to amend to include Form 1127.
