For 2019, I lived in VA all year.
However, I got unemployment income from DC, because DC was the physical work location for my previous job.
I didn't have any tax withheld for my unemployment income. Shall I pay state tax on the employment income to VA or DC?

Neither. You are not required to file a DC tax return if you were not considered a DC resident in 2019. And VA does not tax unemployment compensation, although you must enter the amount on line 6b of your Virginia Schedule ADJ.
