I filed fed and Utah in February but didn’t pay. The 10,200 unemployment exemption came out after that. Turbo tax accounted for that in March, and I paid the new amounts with the TT vouchers in May. Now Utah is going to lien me for underpaymet. I followed this whole scenario very closely, and TT said Utah was following the feds and it was taken care of automatically, obviously not the case. Utah advises pay the tax then file an amended return, not exactly convenient . Why wasn’t that passed along before I paid? I love TurboTax but I feel let down.

If you look at the amended Utah form ( and the federal) both expect the original balance due to have been paid before you filed the amended return. If you did not make the original payment then that should have been reflected on the amended return so I suspect that is what the state is referring to. You can try to get any penalties removed due to this unusual situation this year.
I never filed amended return for either, feds applied it automatically, state did not. I will have to do that now.
Here's a link to how the states will handle the non-taxable UC. Some will do it automatically others you will need to file an amended return.
Yes, you can amend your state return only. Please see I need to amend my state return for instructions.
Please wait until your state return has been processed before filing the amended state. Please be aware that you can e-file your 2020 amended federal tax return, but most states require amendments to be printed and filed by mail.
