I have previously filed my federal return electronically. I'm now attempting to file my state (Colorado) electronically. When I get to the "Let's Complete Your Purchase Online" window I can't click "Continue" nor can I click "We can help you here"
Did I need to file the state electronically at the same time I filed federal electronically?

I needed to run in TurboTax in admin mode. That resolved the issue.
How did you "run Turbo Tax in the admin mode?" Was this on your home computer? I'm having the same issue. Have been talking to agents at Turbo Tax, but have been unable to fix the problem.

I found another question, same problem, but different resolution. This one worked for me:
Change your screen resolution (especially if you have a newer computer) to a lower number (ie: 800 x 600) then it should work.

That can indeed be the right approach, but I'm going to expand on that answer and provide more detail and options in case it helps someone else.
In the Windows version a problem with an activation popup or payment popup window (blank, partially-blank, or non-functioning elements) may be related to either display scaling or screen resolution in your Windows settings.
In Windows 10 to get to the scaling or resolution settings click the Windows start button in lower left corner, then choose Settings (gear icon), then System, then Display.
First try the scaling setting. In your Windows Settings do you have scaling set to a higher value than the normal 100%? If so, change it back to 100%. You can later change your scaling setting back like it was.
If lowering the scaling to 100% didn't help, then it may be screen resolution. Try a lower screen resolution such as 800x600. If that doesn't work, then try 1024x768. Once you've solved your problem you can put it back later like you had it.
