When I try to run my 2019 California State return questions, Turbo Tax will not start the return. It says that the software is up to date but when I hit start, it loops back to a dialogue box involving closing the return, etc. then says the software is up to date. It repeats the process when I hit start.
I'm using a PC with windows.

I have the same issue. I can't see California state as of today, 2/1.
Mine opens, but it seems its providing me a HUGE tax return..which is VERY wrong. (I was non-resident)

Refreshing your browser and clearing out your cache and cookies may resolve the issue, the articles below will help. After performing these steps log out of TurboTax and then back in. If the issue still persists please try a different browser.

Tried all that. It is a desktop windows version. Also spent 5 hours with support staff and they couldn't fix it.
In the passed two days, tried:
1. Adding 'Run as Administrator' to the app
2. Follow the guide from support email to download an update and install it.
no of these help.
waiting for real fix now.
I removed cookies on all browsers.
Installed latest update, including the California State update.
Still can't open/start the state tax.

not sure if you have a similar situation.
I'm CA resident, using standard Fed tax return. Thought that it could be done in one day 🤷♀️

Already did. Spent 5 hours with customer care and they couldn't fix the issue.
Please check the updated link, State Loop indicates TurboTax is "up to date" after updating but won't allow you to Install your sta..., to see if it helps with your problem.
