TT says that I did pay CA Tax, but I didn't. If I put in $0, it says I owe CA tax, but if I leave the TT

TurboTax assumes you paid any tax you owe. If you did not pay California tax, for example, when you filed an extension, then you should change the amount to $0. The California Franchise Tax Board knows how much tax you actually paid.
They will not give you credit for tax you never paid. They'll adjust your return and send you a bill (plus interest and penalty) for unpaid tax.
