Statw return doesn't download after payment online

I made a credit card payment to do state taxes in turbotax,  but it doesn't transfer the federal info to start doing state taxes. Now my credit card has been charged 48.14 and I can't finish my state taxes. I don't want to be charged for something that didn't complete in the tax program

Are you using the Desktop program?  It might be this problem.

 You need to pick the CD/Download program in the product drop down box.
