Read the following info at the KY state DOR website. If you efiled and chose direct deposit, it says 2-3 weeks, and to allow another week if one chose a paper check.
It also says the following:
"The Kentucky Department of Revenue has reduced the number of employees at our office locations because of the coronavirus situation. This means processing of all refunds may be delayed. The Department of Revenue is making every effort to process these returns as efficiently as possible.
Processing of 2020 Kentucky returns will begin February 12, 2021."
NOTE: At the bottom of that same page is the KY "Where's My Refund" tool.
Of course, your efiled state return must be accepted first before using that tool.
If yours has been accepted, it's probably too early to use it since they just started processing yesterday, It might not find you yet.

We don't know what your situation is and what you are asking in regard to Ohio, so it's hard to comment on your statement. And I don't know what the context is for your question about printing and mailing.
Did you efile an Ohio state return? If so, was the efile accepted? If you used Online TurboTax, you can check the efile status at the Tax Home to see if it was accepted.
Or do you plan to print and mail instead of efiling? If you make that choice, then you have to do the print, sign, date, and mail it yourself. TurboTax does not mail it for you. Normally it's best to efile instead of mailing a paper return.
"Statement from the Ohio Department of Taxation: Taxpayers who request a direct deposit for an original return may expect a refund within 15 business days. Paper returns will take approximately 8 to 10 weeks to process."

I could not get through the process of paying the $25 by credit card for filing the state return.
If that had any relation to state slowness, then the website should say so.
Otherwise, it may be a bug that needs fixing in your software.
But, instead of paying $25.00 or $40.00, I will simply file the printed copy with the state.
Check to ensure that Turbotax efiled correctly. Turbotax totally messed up my efile - sent the wrong pages. I discovered this by calling and speaking to a live person at the Dept of Revenue fo rmy state. Turbotax had a lot of errors this year.

Turbo tax told me I have to mail in my ND income tax. So why can’t I immediately send it in now.
turbo tax was paid to do ND income tax but it hasn’t been accepted.
Since I have to send /mail it in anyway, Why shouldn’t I send it in now? Why should I wait ??
