Should New York State be taxing my full year of income if I am only a part year resident?

I was a resident of CA until May 26th 2017.. then moved to NY for the remainder of the year.  The return review page, is showing them starting with my entire federal adjusted gross income.

You should be filing a Part-Year California return and a Part-Year New York return.  The New York returns are tricky - be sure you carefully review the "allocation" - division of income - questions.  Don't rush it.

The TurboTax software decides what return to file based on your entries in My Info.  If you return to the section My Info - found in the left bar - and then choose Edit by your name, the second section is titled "Tell us the state(s) you lived in."

The first question is your State of residence (on December 31, 2017):  New York, and then there is a radio button for I lived in another state in 2017.  You want to be sure it is marked Yes, so you can enter your Previous state of residence (where you lived before moving):  California.

My circumstance is similar. I moved from AZ to NY in July. My understanding is that as long as I lived in NY less than 183 days, I'll be taxed AZ income in AZ and NY income in NY. I entered the information correctly in "My Info" and in the state tax information. I entered NY residence began on 7/5/2019, which is 179 days. None the less, turbo tax used ALL of my income for the entire year, including AZ income and taxed me for it. 

I answered all of the questions correctly in the state returns as far as which income was earned in which state etc...

New York has a progressive tax system which means the more you make the more you pay.  New York starts with your total yearly income to determine the rate, then applies that rate to the income you made as a New York resident or New York source income as a nonresident.

I earned 12,000 in AZ as an AZ resident. Then I moved to NY and earned 12,000 as a NY resident.

Yes, so you only pay 52% of the tax since you were not a full year resident.
