It's probably because your state does not have a personal income tax. The following states do not have personal income tax.
Alaska
Florida
Nevada
South Dakota
Tennessee
Texas
Washington
Wyoming
If you are entering your W-2, and your state does not have income tax, leave boxes 15 through 20 blank in TurboTax. It is not necessary to enter the state.
I found that problem too, after paying for and downloading the Business Edition to do the estate taxes for my mom's estate. Oregon does have income taxes. I really needed the state help with OR-41 for estates but it seems I spent over $100 for nothing.

We use TurboTax for our personal taxes. I am trying to complete the tax forms for my mom's estate. I was okay with the 1041 but was having issues deciphering the Oregon OR-41. I saw that the Business product covered estates but it said it didn't cover the state forms. So, I asked if there was a way to get the state product for estates and was told that if I used the Business product for the 1041, I would be given the option to purchase the state product, when the 1041was completed. I did that, but when I got to the area to order the state product I found out there isn't one for Oregon. I was hoping it was just because TurboTax hadn't downloaded them yet, but later on I found out that TurboTax doesn't support the state fiduciary forms for some reason. The state forms are the only reason I purchased TurboTax Business because I was able to do the Federal form 1041 myself.
