I looked at my W2 while filing my taxes over the weekend and noticed that my state and local tax withholdings are identical. state is always supposed to be more, so I think either my employer withheld too much for local or the W2 is incorrect. in fact, the program wouldn't allow me to enter the same number in both boxes, so clearly something is wrong and needs to be fixed.
as is usually the best first course of action, i contacted my employer but the company is very small and doesn't have an hr dept or an accountant on staff; the individual who i spoke to basically said they have no idea about the issue and i should speak to an accountant. i do my taxes myself and have never had this issue in all of my years of working, including last year at the same company (we hired a new payroll company last year and the W2 came straight from them).
what do i do now? i know that something is wrong and i may have to file an amended return but how do i proceed without the proper information or any help from my employer?

Unfortunately, your employer or the payroll company they hired are the only ones who can correct this. Talking to an accountant will not help, as he can't authorize you to change anything on the W-2. It is more likely, with the new company, that the W-2 is incorrect.
