NR GA state return related question

I have a client who lives and works in NJ. He has a rental property in GA. Am I required to file GA state return for him, if his rental income was less than 5K in 2019 and he had a loss in 2020? It seems there is no tax liability for either years. Or do I still have to file GA return, because he is filing a federal return? None of his other income is from GA (I did not file a GA return in 2019).

Please advise.

Thank you
