If I am not mistaken this is form 310 for the state not Federal. I am getting it for the state.

Correct, it's a state issue but one of the posts indicated to check the Federal deductions in case something got checked there and carried over to state. Was not the case for me, at least.
Let's try this (the workaround has worked for a number of users):

Some users have reported that even though they do not choose the solar energy credit for Arizona, in the state review, they are asked to fill some fields for form 310 (Solar Energy Credit).
We have not been able to reproduce this issue; however, a TurboTax user has come up with a workaround.
When you are asked about entering the property address for the location of the solar energy property, go ahead and enter an address (any address). Then answer any other questions that you have to in order to get off the form. Enter zeros for numbers, if necessary.
Note, it does not matter what you enter, because we are going to delete the form.
To delete the form, please follow these instructions:
1. Finish the rest of your return , and do the Review process. After this is done (and before you file), do the following:
*** Desktop***
2. go to View (at the top), choose Forms, and select the desired form (Arizona 310). Note the Delete Form button at the bottom of the screen.
*** Online ***
2. go to Tax Tools (on the left), and navigate to Tools->Delete a form
3. delete form Arizona 310
Now you can file your return.

I'm in AZ too. I just got off the phone with Intuit Customer Support and they told me that I had to start over and re-enter all info. Thankfully I found and followed the steps here, which fixed it immediately.
As I was typing this, Therea from Intuit called me back to tell me that she found the same info and how to rectify it. I don't believe I've EVER had a Support person FROM ANY COMPANY call me back after we were off the phone. Great customer service by Theresa!!!
Same issue here, using tools at the end to delete the form fixed the issue for me.

I followed the steps recommended by JotikaT2 and it did not work. I also tried to rerun all the pages and reviews and still had the issue.
I followed the other directions to delete the forms and that resolved the issue.

And it has popped up on mine and my partners as well. Definitely and issue with TT and programming if you have it walk you through step by step.
As you can see turbo tax, this isn't an issue caused by us users, it is something in your programming.
Checked with other family members and it has happen to three others as well.
Thankfully other users have found a work around for the issue and just deleting the form.

I didn't even fill in an address. I just filled it in with "n/a" and then went to tax tools> tools> delete a form > deleted 310

I'm having a similar problem with form 310, however, I DO need to claim Solar Tax Credit carryover. And the same issue comes up. It does not populate my entire address in "Current Address", nor will it let me enter anything. So, my return gets rejected. I'm using the Online Turbotax and have submitted this for investigation, but since this seems to have been going on for weeks now, I'm not particularly hopeful of a quick resolution. Anyone else having this same problem, currently?
@patatkinson2 E-filing does not begin until tomorrow so you did not get a rejection. I entered an entire AZ return into my program. I added the solar credit. I am having no trouble at all. I am in the desktop version. The form 310 is filled out correctly and carries to the form 301 as it should. I went through the state review with no issues.
You can fill this form out for someone to call you. Technical is done working on the form. You should not be experiencing an issue.
